(A CASE STUDY OF OGUI URRBAN COMMUNITY BANK OF NIGERIA LIMITED)
ABSTRACT
Today, the role of the community banks in economic development of local community and even the nation need not be over-emphasized that the fact remain that community banks appears to be the economic salvation of the masses, the manifestation is rapid transformation of a dull economic environment to a vibrant and virile commercial threat where the major actors are the farmiers traders, artisans, market women, professionals and small and medium scale entrepreneurs.
Because of the fact that in addition to normal banking services, they also assist in development of the area they are located, they favorably respond to the need of petty traders, carpenters, small scale and intermediate scale farmers and also hawkers who stand to benefit immensely from the community bank’s loans disbursement.
Community banks are accessible t a larger population and as a result, they attract the largest number of customers in spite of their short existence.
Moreover, these banks tends to surreptitiously mobilize people of the community within which they operate to form clubs, co-operative societies and groups in order to ease the people acceptances of the banks loans. This aspect raises communal co-operation, wherever co-operations exists.
The community banking services have not improved the community development during the estoration of the bank in the country. Modern mobilization is now looking for the techniques of improving community banking services in Nigeria.

1.1 BACKGROUND
Bank is an organization or a place that that provide a final service of customers keep their money in the bank and it is paid out when needed by means of cheques.
For many years, efforts were made to involve sub-urban and rural people in Nigeria in modern banking practices. Apart from encourage establishment of commercial banks, merchants banks, specialized development banks were created focusing on mortgage, agriculture savings, co-operatives and other specific areas. Besides, these rural branches are mandated under commercial banks so that the interests of the rural people can be catered for in spite of these efforts, the rural people can not fit into conventional banking services as they are required to fill several focus, obey certain rules, and are generally made to feel lost as their requests for credit facilities are never met. This problem persisted over the years and has led the agencies to seek acceptable solutions to the problem. The central bank’s injunction that specific number of rural branches of commercial banks be opened was the first major step. Today, there are 756 rural bank branches across the country but they have not been able to make banking attractive to the people for whom they were created. Banking operations have continued to be complex, sophisticated and often times cumbersome to the extent that the low-level education and outright illiteracy of the rural people have made participation difficult. The rural people have always had viable and functional local credit mobilization system which though informal, serve their purpose. In various parts of Nigeria the system is called ‘ajo’, ‘isusu’, ‘ban’, and ‘adash’. The main characteristics of these local systems are voluntary contributions from members on daily, weekly or monthly basis. Such money when collected, are given out as loans to needs members according to the rules. Nominal interests are charged on the loans. Where any member defaults and misappropriates, mutual accepted sanctions are imposed. Development at the grassroots level has been stalled most times by the lack of proper economic structures. This was the rational for the central bank’s continued search for a solution to magnetize the rural economy through the planned establishment of rural co-operative banks which did not take off properly because of low capital base and poor management. Since then, the Directorate of food, roads, and rural infrastructures by virtue of its grassroots oriented programmes came up with the idea of grassroots unit banks which would aid the programmes of rural development, self-reliance and better economic well-being for the majority of the people in sub-urban and rural areas. The community banking services was launched with the opening of Acheri community bank, kaduna by the president, general Ibrahim Badamasi Babangida on Monday, 31st, December, 1990. in the past three years, 991 community banks have commenced operations nationwide. The government assistance in this regard, apart from helping to incorporate and license the banks and train their staff, consists largely in providing them with matching loans to aid them through the initial teething period.
Grassroots banking is a new phenomenon in Nigeria. It attempts to reach the toiling masses, the people who have not been able to cope with modern banking systems with its attendant complex and sophisticated operations and emphasis on collaterals.

As a matter of fact, a number of constraints were experienced. There already knew problem of gathering information from Nigeria organization. Almost every information is classified and therefore banks approached were wary of releasing financial information. Gathering information from ogui urban community bank was difficult. The usual Nigeria phrase “not on seat” nearly frustrates my effort.
Since the research is conducted from the meager purse of the researcher , the necessary extensive travel and resource commitment in all aspects of my research to pick was constrained
