ABSTRACT

The impact of manpower development in government parastals cannot be over emphasied owing to the fact that this is the bone of the industry.

In this research work effort is made to define manpower and shed more light on its impact in government parastals and here with emphasis on Nigerian Railway Corporation NRC Enugu.

To guide the research Headquarters and its responses were used to draw analysis on the impact of the manpower development at NRC Enugu.

The effect of a service in service and sort term manpower development Railway Corporation were overviewed and suggestion were made on this effort improve the programme.

As a result it was recommended that the management of NRC should re access its manpower development programme and geared towards its implementation, suggestions were also made on how this could be possible and further suggestions for use in further research were made.

INTRODUCTION

  • BACKGROUND OF THE STUDY


Contemporary thoughts on national the need for the training and retraining of human resources and potential of any given political economy as a basic correlate to the attainment of full political and economic independence of nations.

The objectivity of this assertion becomes apparent when viewed against the background of the sever damage raked on the socio political and economic structure and integrity of most independent developing nations by foreign interest acting under the pretension of assisting them in their development efforts.

The realization of complete independence is therefore a function of an effective development strategies and efficient utilization of a country potential. The studies shown that most economics are blessed with abundant natural resources. The storage of the basic technology for transforming and maximizing the benefits of these natural endowment results from the under development of human potentials.

Sine Nigeria gained her independence in 1960, we have been faced with the problems of shortage of trained and experienced manpower needed for socio- economic development of the country, our inability to provide for the necessary manpower needed result in the inefficient and under utilization of the abundant economic resources.

Most organizations in Nigeria are so much concerned with the profit maximization motive of business concerns that they tend to ignore the need for training their workers to equipment with the knowledge, skills and attitude required for effective performance of their job. There instead consider the money thy will spend on their training programme as waster rather than as an investment.

They fall to appreciate the desirability of continuous training and development of their workers in order to enhance the efficiency instead of growing th business liquidates resulting in wastage of human and material resources.

Commenting on the general development of the Nigeria workers N.R HAWES – observed that the Nigerian workers are under used, under employed frustrate and prevented from bringing their talents to bear on the well being of their employer organizations and the nation at large.

This statement shows that in effect the country is blessed with the manpower resources with which to develop but has not able to effectively utilize its invaluable resources because of the inadequate planning and development of her manpower resources.

Manpower development is recognized as part of the broad discipline of management development. Many scholars however have viewed and interpreted it in verying ways, raising argument as to its position in an organization it is an accepted fact that manpower development is a dynamic process and that it transverses all levels and phases of management. It is a response to change in the beliefs, attitude behaviour of individuals so that they can better adopt to new technologies and challenges.

In recognition of the need for the development of the human potentials and resources of employees as prerequite to the achievement organizational, the Nigerian Railway Corporation established a training policy for her employee. In pursuance of this noble objective of manpower development by the organization a lot of difficulty arise which effects the success f the programme.

This research work is therefore directed towards an evaluation of the manpower development programme of corporation with a view to identifying problems areas (where any) and making suggestions on ways of achieving greater success in their manpower development efforts.

 

  • STATEMENT OF THE PROBLEM


After an employee has been recruited and inducted, his employment has to be updated and developed to better fit into the job and the organization.

The need for developing the employee does not only arise from the fact that he might not at the time of living posses the necessary skill needed for the job but also the effect of the dynamic nature of the society influenced technology necessitate the continuous improvement of works skills to better adapt to these changes. The gap between the skills and employee has aid the skill, it is expected to have order to better fit into the new job demands is bridged by manpower training.

Many organization have over the years established good manpower development programme have not always been easy to attain in the organizations because of the force that impede or operate against

The objective of this study is to analyze the problems and prospects of manpower development in government owned parastatal like the Nigeria Railway Corporation Enugu. This research is a also following issue.

  1. To find out the extent of in adequacy of resources in Nigeria Railway Corporation.

  2. To determine the extend of manpower development programme in Nigeria Railway Corporation

The scope of this research is basically concerned with the study and analysis of the manpower development programmes of the Nigeria Railways corporation Enugu Eastern division.

  • SIGNIFICANCE OF THE STUDY


The importance of manpower development in any organization whether it is controlled by the government or not cannot be over emphasized. There is every need for the training and retraining by the human resources and potentials of any given economy as criteria for the attainment of full economically independent-national.

Lack of training has been found to be responsible for the poor performance of our workman mostly as it concerns the Nigeria Railway Corporation Enugu.

Railways transportation in this country have contributed immensely to the entire populace, food items and raw materials are transported from the areas of planty to the areas of security through this mode of transportation. But the question is how? And what? could be done to improve  the effician and job performance of the Railway staff.

The research is significant in that solutions could be problems. There will be a notice able growth in the service of the Railway staff and other similar organs scattered all order the country.

 

  • DEFINITION OF TERMS


To allow for better understanding of this research it is considered necessary that some of the key terms used in this work be defined.

  1. MANPOWER:- In the economic sense, manpower is defined as the management, scientific engineering, technical and other skills which are employed in creating designing, developing organization and operating productive and service enterprises and economic institutions.

  2. DEVELOPMENT:- After the employee has been recrulted selected and inducted he or she must next be developed to better fit into the job and the organization. Development includes both training to increase skills in performing a specific job and education to increase general knowledge and under standing of our total work environment.
